ProjectVictoria Park – Canning Level Crossing Removal Program and Byford Rail Extension

TSA Riley were an integrated part of the Public Transport Authority WA’s project delivery teams throughout the Alliance Development and Letter of Intent stages of the projects. The roles included working closely with project directors, delivery managers, State Solicitors, external legal advisors, and project engineers to develop the full suite of Alliance Agreement documentation. This included also drafting commercial schedules such as Rise and Fall, Piling Review Event Mechanisms, Dispute Resolution, and pricing mechanisms.

TSA Riley was also part of the tender evaluation teams responsible for managing contract deviations and queries, editing contract documents, and finally evaluating the commercial aspects of the tenders and providing sections of the evaluation reports.

Following the Project Alliance Agreement (PAA) being signed TSA Riley have been engaged by the PTA WA to provide commercial advice across both Victoria Park to Cannington Level Crossing Removals and the Byford Rail Extension projects.

The Victoria Park – Canning Level Crossing Removals project will remove six level crossings on the inner section of the Armadale line, which has been identified as the priority across the Perth metropolitan passenger rail network. The level crossings will be removed by raising the rail on viaduct over roads at Mint Street, Oats Street, Welshpool Road, Hamilton Street, Wharf Street and William Street. New modern elevated stations will be built at Carlisle, Oats Street, Queens Park and Cannington stations and a new Beckenham Station will be built

The Byford Rail Extension project extends the electrified passenger rail service from its current terminus in the centre of Armadale to Byford, approximately 7.5 kilometres south of Armadale and includes several grade-separated road crossings to maintain local connectivity.

Following on from the Letter of Intent phases, TSA Riley will be providing commercial and contractual support to the delivery teams as the projects move in to detailed design and early works.
