ProjectKimberley Flood Recovery Program
In early 2023, ex-tropical Cyclone Ellie caused significant damage to sections of the Great Northern Highway at Willare Crossing and Fitzroy Crossing in the Kimberley in Western Australia, including significant damage to the Fitzroy River Bridge. Main Roads Western Australia (MRWA) is currently coordinating critical flood recovery repair works on damaged assets, including the construction of a new bridge at Fitzroy Crossing, and has engaged TSA Riley to assist in ensuring claims of approximately up to $500 million, obtained from federal and state disaster relief funding to cover the repair costs.

TSA Riley has coordinated the preparation and submission of disaster recovery funding claims for the repair works. The TSA Riley team is working closely with MRWA to coordinate claims, collect evidence for completed works, ensure accurate and efficient reporting, and provide technical and strategic advice for the claims process.
The volume and number of disaster recovery funding claims prepared for this engagement require significant project management skills and expertise. The team manages and updates an ongoing claims program, tracks costs and budgets associated with the work, ensures quality control over the claims, and regularly monitors program risks, implementing mitigation strategies as appropriate. The team is also required to manage and ensure strong relationships with key stakeholders involved in the process, including Main Roads WA, the Office of Major Transport Infrastructure Delivery (OMTID), the Department of Fire and Emergency Services (DFES), contractors and consultants.
TSA Riley’s project management team coordinated the preparation and submission of disaster recovery funding claims for the repair works. TSA Riley works closely with MRWA to coordinate claims, collect evidence for completed work, ensure accurate and efficient reporting, and provide technical and strategic advice for the claims process.
TSA Riley continues to employ a team with the responsibility to compile all necessary information to submit claims for the recovery of the cost accrued by MRWA for the works involving all emergency, immediate, and permanent construction to re-instate the assets to their pre-disaster function and also to provide any improvements identified as required by the project stakeholders. TSA Riley continues to engage with project stakeholders in providing our service, including MRWA, OMTID, Fitzroy Bridge Alliance, and DFES.
TSA Riley has become very familiar with the processes and procedures associated with the Disaster Recovery Funding Arrangements (DRFA) Western Australia. We are applying these processes in our claims compilation and in successfully lodging these claims, which are being approved by DFES.

We have developed strong partnerships with MRWA in the Perth metropolitan area and surrounding regions. Our successful delivery so far has led MRWA to request that we conduct lessons learnt workshops with their regional offices. We organised and facilitated these sessions for the MRWA regional teams, sharing valuable insights and carefully listening to their feedback and the issues they have faced in working on disaster recovery projects.
