Accelerated Infrastructure Delivery Program (AIDP)

TSA Riley was successful in our bid to support Queensland Health with the planning, design, procurement and delivery of six (6) projects comprising the Accelerated Infrastructure Delivery Program (AIDP) as Program Manager and Principal Consultant.

AIDP will deliver 289 beds across seven projects in the Metro South, Gold Coast, and Cairns and Hinterland Hospital and Health Services.

TSA Riley worked with Queensland Health to plan and procure for these projects, applying multiple strategies including:

  • Leveraging facility planning undertaken by each HHS
  • Overlapping key design, assurance and procurement activities to streamline timeframes for contract award and construction commencement
  • Program-level governance and assurance during the planning and procurement phases to streamline approval timeframes
  • Utilisation of modular/prefabrication delivery approaches where possible.

 

Feasibility

TSA Riley worked with Queensland Health to identify and assess opportunities through model of service delivery analysis, preliminary design to assess feasibility and development of high-level capital cost estimates.

 

Design and Procurement

Our work with Queensland Health supported the accelerated procurement under a Design and Construct approach. Our approach resulted in the successful launch of project specific tenders for each project within four months of funding announcement.

 

Project Delivery

Our team provides program level coordination and reporting input and project management resources for each project.

 

The TSA Riley difference

We are proud of the support we have provided HCD on the AIDP to date. We have worked closely with our client to build on the learnings from the delivery of the Satellite Hospital Program.

We are particularly proud of:

  • Building on our experience in delivering the Detailed Business Case (DBC) we were able utilise that experience during project delivery.
  • TSA Riley and our design partners Conrad Gargett and Stantec worked collaboratively with the HHSs and Queensland Health to produce tender packages in 6-8 weeks.
  • Recognising the challenges of an accelerated program, TSA Riley developed and facilitated a team culture workshop with representatives from QH, GCHHS, MSHHS, eHealth and the project team.
  • Site establishment has been achieved on five of the AIDP projects and construction works are underway.
