The new $39 million-plus University of Waikato campus is set to bring 1,800 students into the CBD once fully operational, creating new demand for accommodation. The Selwyn Street Student Accommodation is very close to the new University of Waikato campus and will offer students an affordable and reliable accommodation option. The Student Accommodation project is a passion project by local Tauranga property developer, QP Property Holdings, who has secured the University of Waikato as a tenant.
TSA Riley provided full project management services, includes design management, procurement and construction management to ensure the project met the client and the tenant, the University of Waikato’s requirements.
Construction began in December 2019, the project includes over 90 ensuite student rooms spread over four upper floors and separate managers accommodation. Common areas on each level include tea and coffee making facilities with space for students to spread out and connect with their peers against the backdrop of hard to beat views over Tauranga’s spectacular inner harbour.
The lowest floor offers a “Masterchef” style kitchen where students can cook together and a social hub with plenty of space to mingle over food. A laundry and storage for bikes and surfboards are also located on this floor, encouraging students to embrace the active lifestyle that the Bay of Plenty has to offer.

Tauranga Crossing
Located in Tauranga’s fastest growing residential and industrial area, the Lakes in Tauriko – Tauranga Crossing is a lifestyle, dining, and shopping centre, which also forms an entertainment hub. Its location has high visibility to passing traffic, and direct access to State Highways 29 and 36, as well as Route K direct to the Tauranga’s City Centre.
Following the opening of Tauranga Crossing’s Stage 1 development in September 2016, a partial opening of the Stage 2 mall occurred in early October 2018, with the remainder finished and opened in early 2019.
Stage 2 reinforces the Centre’s role in the region with the 47,000sqm fully enclosed mall, which includes a state-of-the-art cinema complex incorporating 1,000-plus seats and a V-max auditoria (the first of its kind in the region). It also has a two-level enclosed dining precinct, external play space and kinetic sculptures, seventy-plus retailers, and an additional 700 carpark spaces.
With a long-standing relationship with the client, TSA Riley was engaged to complete Stages 2A and 2B, and provided full project management services. These included Engineer to the Contract, Engineer’s Representative and Project Manager on the basebuild structure, multi-deck carpark, and tenant fitouts.
Dive Crescent Car Park Upgrade
Tauranga City Council upgraded the Dive Crescent carpark as part of their plans to revitalise the City Centre and transform the waterfront in this area, provides approx. 129 public car parks. The works included stormwater collection / power reticulation for lighting and interface with concurrent watermain works.
The project provided challenges due to the level of discovery and associated design changes required to address issues identified during the implementation of the works.
TSA Riley provided the role of Engineer to the Contract (NZS 3910) and working closely with the project team to resolve issues as these arise.
Mt Maunganui Depot Improvement Project
KiwiRail is undertaking a programme of upgrades to their mechanical facilities throughout New Zealand, used by the Rolling Stock Asset Services (RSAS) business unit to maintain and service KiwiRail’s rolling stock fleets. Improving the mechanical facilities will maximise the benefits of new rolling stock procurement programmes with more standardised fleets, while providing RSAS with fit for purpose mechanical facilities to maintain and service current and future rolling stock fleets. Integral to this will be the provision of buildings compliant with building code and regulation.
TSA Riley has been providing project management services on the Mount Maunganui Depot Improvement Project, where the scope encompasses the replacement of the existing locomotive servicing facility with a new purpose-built servicing that will act as a one-stop shop where RSAS can safely carry out their full locomotive servicing checks and repairs.
Winstone Wallboards GIB Factory
Located in Tauranga’s Tauriko Business Estate – on a site over two and a half times the size of the current Penrose site – this new facility will ensure Winstone Wallboards is ideally placed to meet New Zealand’s future demand for plasterboard. Incorporating the latest global innovations in plasterboard manufacturing technology and automation, the full range of plasterboard products will be manufactured at the Tauriko facility. This, coupled with quicker change over times between products, will provide a greater degree of flexibility and boost Winstone Wallboards’ ability to respond rapidly to varying market demands.
The 12.7ha Tauriko development is home to one of the largest plasterboard manufacturing facilities in Australasia. With 63,000sqm of buildings, the site will provide 1.5 times the manufacturing capacity of Winstone Wallboards’ Auckland plant with scope for further expansion.
TSA Riley provided several roles through the design and construction phases of the project. These included project management; design management; Engineer to the Contract; and Engineer’s Representative. TSA Riley also provided the role of Programme Manager for the accompanying change project – working with the project team and Winstone Wallboards teams to deliver the four-year change programme.
