All ProjectsCity Rail Link
The largest single-transport infrastructure project in New Zealand’s history, the City Rail Link is a 3.4km underground twin-tunnel rail link being constructed in Auckland, Tāmaki Makaurau. This NZ 4.4 billion project will unlock the city’s public transport network by transforming the dead-ended Britomart Station into a two-way through station.
Two new stations, provisionally called Aotea and Karangahape Road, are being constructed. Mt Eden Station is being redeveloped and will rise to meet the existing Western Line. Once operational, the network will transform how Aucklanders travel around the city by doubling the rail capacity, reducing travel times and easing congestion.
Te Manatū Waka Ministry of Transport and Auckland Council (Te Kaunihera o Tāmaki Makaurau) (the sponsors) appointed TSA Riley as the sponsors’ assurance manager for City Rail Link Ltd.
Our role was to provide independent, informed advice to the sponsors on whether the project can successfully deliver the approved scope and benefits within the approved time frame and budget, allowing our client to govern the project more effectively.
Our advice has given the sponsors greater visibility and engagement across the project, leading to a revised program governance arrangement.
Our scope includes:
- Highlighting risks, issues and other challenges to the delivery against approved time, cost, scope and benefits.
- Undertaking deep dive analysis into specific areas of concern for the Sponsors.
- Providing oversight and analysis of any changes in scope.
- Monitoring compliance with the project delivery agreement.
- Reviewing inter-project reporting and outputs and carrying out audits and reviews to satisfy the Sponsors of adequacy and completeness.
- Performing any other function or service reasonably required by the Sponsors.
Botany Toyota Sales and Service Centre
The Botany Toyota Sales and Service Centre consists of a new sales centre and workshop constructed on a greenfield site on the corner of Ti Irirangi Drive and Accent Drive in East Tamaki, Auckland. The workshop and showroom align with the signature colour and shapes of this popular brand and are joined by an angular canopy, which introduced technical challenges in both design and construction.
A carwash was also added late in the project, and it echoes the colours and lines of the main buildings which form part of the Toyota marketing strategy. The perimeter of the site is lined by prominent illuminated signage and landscaping.
TSA Riley provided full project management and Engineer to the Contract services for this award-winning project. This included managing integration with separate retail fit-out contractors, external signage, and mechanical contractors for the workshop to deliver interior operational requirements.
Papakura to Pukekohe Electrification
TSA Riley is providing project management services to KiwiRail relating to the extension of the electrification of over 19km of existing track from Papakura to Pukekohe Station. These works form part of the New Zealand Upgrade programme. They will extend overhead electrification along the alignment, upgrade the existing track and signalling systems, construct platforms for three new intermediate stations at Drury Central, Drury South and Paerata, and redevelop the existing Pukekohe Station. Once complete, the project will enable electric trains to run between Central Auckland and Pukekohe – allowing faster quieter, and more environmentally friendly rail connections to link the greater Auckland area.
TSA Riley began working on the project in March 2020, initially supporting KiwiRail in bringing the physical works contract to market, set up as a design & build contract with Early Contractor Involvement (ECI). We have since been awarded contract management roles on the Pukekohe to Papakura Electrification project, acting as the Engineer to Contract, Engineer’s Representative and Engineer’s Representative Assistant under a NZS3916 contract.
Matāruahou (Napier Hill) Reservoir
TSA Riley is project managing the delivery of the design and construction of a new 27,500m3 water reservoir complex for Napier City Council. It is a critical and integral part of Napier City’s water supply network. The existing reservoir, constructed in c1938, was not designed or configured to meet current standards or enable the appropriate water quality and safety management and is at the end of its useful life. In its place, three 9,150m3 tanks are planned to replace the ageing infrastructure to cater for future population growth.
This project has offered a unique opportunity for collaborative design with local mana whenua. As it is situated at the historically and culturally important site of Matāruahou, it presents an ideal setting to honour and share its rich history. This approach underlines our commitment to respecting and integrating the history and culture of the local iwi into our project, creating a functional and meaningful space.
Te Tihi – Aurecon Auckland
In 2021, Aurecon entered into an agreement to lease 3,200sqm of new office space at 110 Carlton Gore Road, Newmarket. The engineering consultancy envisioned a modern shared space that encouraged staff collaboration and honoured their commitment to Te Tiriti o Waitangi (Treaty of Waitangi) through their He Rautaki Māori, a Māori strategy to provide direction and drive decision-making.
TSA Riley provided project management services for the delivery of the Aurecon new generation office space within two floors of the new 6-storey development. Our role involved working closely with the Aurecon team with a strong focus on safety, cost, programme, and stakeholder management, to achieve a workplace that is smart and sustainable. Importantly, through extensive workshops with Ngāti Whātua Ōrākei, we collaboratively developed a design for the project that reflects a strong cultural narrative.
Aurecon called the project to design the office ‘Whakakāinga’, which means ‘to create a home’ and the building name of Te Tihi (the Summit) was gifted by Ngāti Whātua Ōrākei.
The project won an award from the Good Design Awards for integrating Te Ao Māori into the interior design and design process.
