TSA Riley is engaged by Health Infrastructure to manage the Royal Prince Alfred (RPA) Hospital Redevelopment Project.
The NSW Government has committed AUD$940 million to redeveloping RPA Hospital on the existing Camperdown site. The redevelopment sits within a precinct with multiple critical stakeholders on a complex brownfield site. The project includes refurbishing existing hospital spaces and providing new hospital buildings, an enhanced emergency department, an intensive care unit, medical imaging services, operating theatres, maternity, birthing and neonatal services.
TSA Riley is engaged for Parts 0 – 9, project initiation, masterplanning, feasibility, concept design, schematic design, detailed design, delivery, commissioning and DLP.
TSA Riley is managing the health planning throughout the project planning and delivery phases. We are responsible for enhancing the service options, development and review of the model of care, the strategy for the health planning and are the point of reference for the escalation of health planning matters. TSA Riley facilitates stakeholder engagement at key forums in conjunction with the Sydney Local Health District (SLHD). We also conducted clinical health planning with various stakeholders, including clinicians, consumers and suppliers.
TSA Riley developed the strategic business case, including the benefits realisation program, integrated logic mapping, options analysis, iNSW gate reviews and procurement strategies. Decanting and staging plans were prepared and submitted to enable the staged delivery of works while ensuring the hospital remains fully operational. TSA Riley developed the final business case and subsequent Infrastructure NSW gateway review, which was considered exemplary.
TSA Riley steered the project team through the Government Architect NSW design competition for the main works and subsequent updates to the program, budget and design. We managed the preparation and lodgement of the application for the State Significant Development Approval (SSDA) for the main works and the tender and award for the ECI Contractor.
The team is the Principal’s Authorised Person now overseeing the delivery of the main works with the hospital, which is expected to be completed in 2028.
When completed, the hospital will better support the local community, providing sustainable health facilities with outstanding care and new, state-of-the-art operating theatres.
Kmart Stores National Renewal Programme
TSA Riley worked as part of a consultant framework to provide quantity surveying under Kmart’s National Renewal Programme and project management of renewal and new store projects, which included:
Bondi, New South Wales
Two ten day refit closure projects completed in New South Wales in the Sydney Metro suburbs in existing shopping centres. These stores were fully refurbished with scope including: flooring, lighting, M&E upgrades, fire services, ceiling replacement, selling floor equipment replacement, IT and BOH upgrade.
Campbellfield, Victoria
The project included a significant store downsize from a sales floor of 8,885m2 to 6,640m2, BOH construction and reworks, multiple compliance and fire safety works and a complete face lift. This store is one of the largest floor layouts in the fleet.

Deferred Maintenance Programme
TSA Riley is supporting the University with the maintenance programme for their $4.7 billion property portfolio.
The University’s Central Operation Services (COS) department is responsible for the ongoing operation and the use of the University’s portfolio. COS has a whole-of-life strategic focus on these assets. This maintenance programme brings together four key program streams, Sustainability, Building Fabric / Envelope, Building Services and User Funded streams. This has helped to create efficiencies in project delivery.
TSA Riley provides strategic direction and assurance at a PMO management level and project management delivery services. Our team is fully integrated into the University’s team, working closely with their internal resources and other consultants. Specialist knowledge is provided concerning building services, sustainability, building envelope and facade remediation.
Our team understands the importance of the delivery of each project in the program and the impact on operations in the busy live campus environment. We have driven innovation, such as the deployment of the latest technology systems and utilising drones to assess building conditions. This has provided significant advantages, including allowing the University to predict when an asset requires work and when funding needs to be available.
