TSA Riley have been appointed to provide assistance with Infrastructure Western Australia’s (IWA) assessment of major infrastructure proposals (MIPA) and the input includes:
- Independently analyse relevant infrastructure proposal material such as business cases, diverse supporting material, to include but not limited to, qualitative and quantitative analysis external research to verify information and consider key strategic issues and alignment with relevant guidelines.
- Assessing the availability and quality of information on proposals.
- Proposal assessment to suit Strategic Asset Management Framework (SAMF) business case content requirements and MIPA assessment criteria and themes.
- Preparation of draft assessment reports for IWA review, noting this work needs to be suitable for ultimate submission by IWA to its Board for consideration.
- Targeted engagement with proposal proponents (a state government agency or GTE) or other stakeholders, under direction from IWA.
OneSKY National Infrastructure Program
Victoria Park – Canning Level Crossing Removal Program and Byford Rail Extension
TSA Riley were an integrated part of the Public Transport Authority WA’s project delivery teams throughout the Alliance Development and Letter of Intent stages of the projects. The roles included working closely with project directors, delivery managers, State Solicitors, external legal advisors, and project engineers to develop the full suite of Alliance Agreement documentation. This included also drafting commercial schedules such as Rise and Fall, Piling Review Event Mechanisms, Dispute Resolution, and pricing mechanisms.
TSA Riley was also part of the tender evaluation teams responsible for managing contract deviations and queries, editing contract documents, and finally evaluating the commercial aspects of the tenders and providing sections of the evaluation reports.
Following the Project Alliance Agreement (PAA) being signed TSA Riley have been engaged by the PTA WA to provide commercial advice across both Victoria Park to Cannington Level Crossing Removals and the Byford Rail Extension projects.
The Victoria Park – Canning Level Crossing Removals project will remove six level crossings on the inner section of the Armadale line, which has been identified as the priority across the Perth metropolitan passenger rail network. The level crossings will be removed by raising the rail on viaduct over roads at Mint Street, Oats Street, Welshpool Road, Hamilton Street, Wharf Street and William Street. New modern elevated stations will be built at Carlisle, Oats Street, Queens Park and Cannington stations and a new Beckenham Station will be built
The Byford Rail Extension project extends the electrified passenger rail service from its current terminus in the centre of Armadale to Byford, approximately 7.5 kilometres south of Armadale and includes several grade-separated road crossings to maintain local connectivity.
TSA Riley was also part of the tender evaluation teams responsible for managing contract deviations and queries, editing contract documents and finally evaluating the commercial aspects of the tenders and providing sections of the evaluation reports.
Following on from the Letter of Intent phases, TSA Riley will be providing commercial and contractual support to the delivery teams as the projects move in to detailed design and early works.
Kimberley Flood Recovery Program
In early 2023, ex-tropical Cyclone Ellie caused significant damage to sections of the Great Northern Highway at Willare Crossing and Fitzroy Crossing in the Kimberley in Western Australia, including significant damage to the Fitzroy River Bridge. Main Roads Western Australia (MRWA) is currently coordinating critical flood recovery repair works on damaged assets, including the construction of a new bridge at Fitzroy Crossing, and has engaged TSA Riley to assist in ensuring claims of approximately up to $500 million, obtained from federal and state disaster relief funding to cover the repair costs.
Forrestfield-Airport Link
TSA Riley’s involvement in the AUS 1.86 billion Forrestfield-Airport Link was pivotal in delivering a new rail service to Perth’s eastern suburbs. This joint initiative by the Australian and Western Australian governments involved constructing 15 km of tunnels, 3 new train stations (Redcliffe, Airport Central, and High Wycombe). It also provided essential infrastructure, including 12 cross passages, 3 emergency egress shafts, car parking areas and amenities.
TSA Riley provided project controls services for the project which included:
- managing project schedules and conducting progress analyses
- developing and maintaining the projects integrated master schedule
- overseeing project costs and change management, including budget updates, variations, and forecasts
- preparing and updating weekly and monthly project reports and dashboards
- facilitating risk management activities, maintaining and updating the risk register, and conducting risk workshops.
Our team collaborated seamlessly within the integrated Forrestfield-Airport Link project team for 4 years. Throughout this engagement, we ensured compliance with the Public Transport Authority’s project management framework.
