TSA Riley assisted the Hunter and Central Coast Development Corporation with the project management of a new public domain in the centre of Gosford. The aim was to repurpose the existing Leagues Club Field into a new community parkland inclusive of landscaping, a children’s play area, and an intricate tidal terrace. The new facility complements other current and proposed facilities within the area and will become a key component of the overall Gosford civic area, forming part of the broader Central Business District Revitalisation Project.
The design of the park draws inspiration from the cultural and heritage values of Gosford and is heavily influenced by the Darkinjung people who are the traditional custodians of the land.
During the construction phase, the discovery of potential aboriginal middens was made within the site. These were treated as an “unexpected find” in accordance with the unexpected finds procedure. TSA Riley was immediately contacted and worked to ensure that the approved process was adhered to, with us managing the find, engaging the Local Aboriginal Land Council and an external specialist consultant.
TSA Riley was engaged from the design finalisation phase through to construction and handover. We provided a detailed program for the works, with the contract designed to accommodate the environmentally sensitive and highly public sensitive nature of the project.

Estia Aberglasslyn Residential Aged Care Facility
The Estia Aberglasslyn project site is a new residential aged care home located in Aberglasslyn, West Maitland NSW. The site is a 118-bed Residential Aged Care Facility (RACF) providing assisted living and dementia care.
The development is comprised of houses that are each home to up to 20 residents. Each home will be staffed by carers who provide meals and assistance to residents. From a centrally located servery and nurses’ station, staff can observe the corridors, dining, sitting, outdoor courtyards and exercise areas, to ensure resident welfare.
TSA Riley was the superintendent on the project, liaising with the builder and Estia Health to provide professional advice. We were also responsible for contract administration, design development and management, procurement management and tender management. We also assisted with planning approvals (DA) and S96 submissions.
Uniting Charlestown Development
TSA Riley is managing the design and construction of Uniting Charlestown. This $300 million landmark residential aged care development is part of Uniting’s 10-year strategic plan and includes a residential aged care facility, two independent living towers, and a residential apartment tower.
TSA Riley is providing end-to-end project management services overseeing the authority and planning approvals, master planning, design management, risk management, contractor procurement, cost management, program management, contract administration and construction management through to handover.
Stage 1 includes a 120-bed residential aged care home and 96 independent living units (ILUs). Stage 2 is set to include 107 ILUs and 133 residential apartments. The project also includes resident amenities, a wellness centre, hairdresser, café and swimming pool.
The project is the first seniors’ living development to be granted State Significant Development Approval (SSDA) by the NSW Government under its new Housing State Environmental Planning Policy.
When completed, it will support growing community demands for integrated care and housing for seniors in the Lake Macquarie and Newcastle regions. We are proud to be involved in this project and our continued relationship with Uniting, helping to deliver quality retirement living options.
Newcastle Inner City Bypass – Rankin Park to Jesmond, NSW
Rankin Park to Jesmond (RP2J) is the fifth and final section of the Newcastle Inner City Bypass upgrade program. The 3.4-kilometre, four-lane divided bypass is jointly funded by the Australian and NSW Governments. It includes three major interchanges, and six bridges along the alignment.
Our role and relevant services provided:
- Provision of electronic document management system (SharePoint) for the project including electronic management of tenders.
- Management of the tender data room through the pre-tender and tender phases.
- Development and management of a transaction risks and issues register associated with the full scope of work.
- Request for Tender (RFT).
- Preparation of documentation for the evaluation phase.
Innovations and value-adds
TSA Riley implemented a document control process for all procurement-related documents. This was tailored to complexities of previous TSA projects, including Nowra Bridge Upgrade and Batemans Bay Bridge Upgrade, and the TSA team’s extensive technical and commercial knowledge of regional and local Transport for NSW tender documentation and upgrade projects. TSA Riley ensured documents were drafted efficiently, accurately, and in accordance with the client’s document management system.
TSA Riley led the development of project-specific Scope of Works and Technical Criteria (SWTC) and RFT documentation. Requirements were tailored based on the progression of the previously developed concept design and developing new exhibits to the Design and Construct (D&C) deed. This facilitated the tenderers’ use of the Principal Provided Design in their submissions.
TSA Riley identified key risks and areas of focus for the project. The project team were able to then direct their attention and effort towards the issues that provided the most value for money or reduced the most risk for both packages.
TSA Riley provided their proven accelerated procurement process. Leveraging insights on accelerated procurement from other similar transactions, TSA condensed the timeframe between Tenders closing and D&C contract award.
TSA Riley managed the documentation and communication process with tenderers during the tender phase via the data room, including management of the request for clarification process and drafting of addenda.
TSA Riley prepared documentation for the evaluation phase, including the tender evaluation plan, evaluation sheets, and the template tender evaluation report to allow Transport for NSW to efficiently transition from the tender phase to evaluation.
M1 Extension to Raymond Terrace Bypass
The M1 Extension to Raymond Terrace Bypass (M12RT) includes a 15km dual carriageway motorway link between the M1 Motorway at Beresfield and the Pacific Highway at Raymond Terrace, with major interchanges at Black Hill, Tarro, Tomago and Raymond Terrace. The M12RT will form one of the main arterial transport corridors and help provide one of the last remaining ‘missing links’ along the M1 Pacific Motorway – a critical link in the National Land Transport Network.
TSA Riley’s role included:
- Providing an electronic project document management system, including electronically managing tenders.
- Developing and managing transaction risks and issues register associated with the full scope of work.
- Managing registrations of interest, including reviewing and finalising documentation and facilitating team meetings and industry briefings.
- Tendering, including drafting, developing and coordinating request-for-tender documentation and processes.
- Contract award.
We swiftly established a streamlined document control process for all procurement activities, drawing upon our expertise in TfNSW tender documentation and regional upgrade projects. This included quickly preparing ‘scope of works’ and ‘technical criteria’ documents to meet the project’s ambitious timeline. Identifying critical risk areas, TSA Riley ensured the project team focused their efforts on areas providing maximum value for money and risk reduction across all project packages.
We continue to provide advisory services to the TfNSW project teams throughout the tender process. This includes managing and facilitating interactive tender procedures, conducting evaluations, and engaging in contract negotiations to ensure project success.
