Swinburne University of Technology has an ambitious plan to bring people and technology together to solve the most pressing challenges of our time. Swinburne is working with students to uplift its campuses based on the ‘sticky campus’ concept at the forefront of design. This idea envisions universities as a one-stop-shop for students, providing a mixture of study and social spaces designed to entice students to stick around after class.
TSA is helping Swinburne bring this vision to life. Our team is providing project management and superintendency services throughout the procurement, design and construction phases. TSA will oversee the development of a new multi-storey learning space, as well as the full refurbishment of an existing building to create a student hub with modern facilities. The building works will be managed in a live, operational environment, which requires careful planning and communication. TSA is collaborating with Swinburne’s Communications and Engagement Team to support co-creation and engagement targets. This will see students participate in facilitated workshops and contribute throughout the design process.

Caulfield Campus Senior School Teaching & Learning Building
TSA Management is providing project management and superintendent services to deliver Caulfield Grammar School’s Teaching & Learning Building project. Located on the Caulfield Campus in Melbourne, the 5-storey building will primarily cater to senior school students and staff and replace a series of older buildings on the campus. The new building will consist of various teaching spaces, and science and technology labs, supported by internal and outdoor informal learning areas, and a vast central atrium staircase to encourage collaboration and enhance exposure to natural light.
Throughout the project’s design phase, TSA engaged with internal stakeholders, authorities and the Department of Environment, Land, Water and Planning to ensure design development remained on track with the project’s ambitious programme. We also undertook extensive stakeholder engagement to inform and shape the project to meet its ambitious educational, technological and sustainability targets – delivering the best possible learning environments for students and staff both now and into the future. Along with an anticipated 6-Star Greenstar rating, the project is on track to become Australia’s first educational building to receive a WELL Gold certification.
Kmart Stores National Renewal Programme
TSA Riley worked as part of a consultant framework to provide quantity surveying under Kmart’s National Renewal Programme and project management of renewal and new store projects, which included:
Bondi, New South Wales
Two ten day refit closure projects completed in New South Wales in the Sydney Metro suburbs in existing shopping centres. These stores were fully refurbished with scope including: flooring, lighting, M&E upgrades, fire services, ceiling replacement, selling floor equipment replacement, IT and BOH upgrade.
Campbellfield, Victoria
The project included a significant store downsize from a sales floor of 8,885m2 to 6,640m2, BOH construction and reworks, multiple compliance and fire safety works and a complete face lift. This store is one of the largest floor layouts in the fleet.
Armstrong Creek Town Centre – Phase B
TSA Riley provided cost consultancy and financial monitoring services and acted as an independent assessor for this project.
The Armstrong Creek Town Centre is situated on over 40 hectares of land with multiple phases of developments planned over the next 10-15 years.
Phase B is the first built form phase of this development which involved the construction of a large retail shopping centre with Coles/Liquorland as the key anchor tenant.
The project also involved the construction of two at-grade car parks and a new access road.
VicCoasts
Climate Change and population growth are increasing pressure on Victoria’s coastline. There is also an increasing recognition of Victoria’s economic and social prosperity depending on a healthy and resilient natural environment.
Adaptable coastal management is essential to protect roads, utilities, iconic beaches, foreshores and marine environments. This supports social, recreational and cultural values for Victorian communities. Since our involvement in 2019, DEECA has produced a Marine and Coastal Strategy, delivered coastal protection projects with secured funding and gained new knowledge on marine and coastal ecosystem processes.
TSA Riley has been involved with this project for the last 4-5 years through ILM, Business Case Development, Cost Benefit Analysis and Lapsing Program Evaluation.
The submission TSA Riley assisted with included evaluating the lapsing VicCoasts program to meet requirements to seek continued funding in the 2024 State Budget. Sites were evaluated, to weigh up the benefits and costs of implementing new coastal protection structures across Victoria’s coast. Through this, justification of investment was strengthened with new evidence to clarify the complex effects of climate change and measurable impacts on the environment, economy and society.
