The New Coomera Hospital is a $1.3 billion investment to deliver a proposed 72,000 m2, 10-storey hospital with capacity for 404 beds in Coomera, Queensland as part of the $9.78 billion additional funding over six years for the Capacity Expansion Program.
The scope of works involves developing the current marginal bushland site and working with the project stakeholders to deliver an operational hospital campus in late 2027.
TSA Riley has been engaged to provide project management services, which includes Principal’s Representative, Site Representative, communications design management and program management services from the appointment of the managing contractor through to completion.
The detailed scope of works carried out by the project team includes:
- finalisation of statutory planning approvals
- negotiations with adjacent landholders and environmental stakeholders
- finalisation of the functional design brief
- RAID risk management and management of change through the user group consultation process
- program monitoring and management including preparation of dashboard for internal governance reporting
- administration of the managing contractor instrument of agreement
- negotiation of variations and assessment of progress claims.
TSA Riley has also encouraged a collaborative work environment through a combined project teams workshop.
Production Facility LED Lighting Replacement
Coca-Cola Europacific Partners engaged TSA to project manage the LED lighting replacement in the production facility at Richlands, Queensland. Over seven hundred light fittings were replaced, with a new lighting layout to improve light distribution and quality.
Opportunities to replace lights were limited as the site is operational 24 hours per day with only limited downtime for maintenance of equipment. The team was able to make use of a scheduled shutdown of production, requiring expedited time frames for procurement of the contractor and the light fittings.
Collaborating with the contractor, TSA developed staging plans to document the work and priority of each area. Over half the light fitting were in difficult to access locations, over complex production lines or large equipment that required boom lifts or scaffolding. Access and installation was further complicated by a multitude of overhead gantries, walkways, suspended pipework and fire sprinklers.
TSA has received positive feedback about the light quality and how much brighter the space is, providing an improved working environment that is safer for the employees Coca-Cola Europacific Partners.
Accelerated Infrastructure Delivery Program (AIDP)
TSA Riley was successful in our bid to support Queensland Health with the planning, design, procurement and delivery of six (6) projects comprising the Accelerated Infrastructure Delivery Program (AIDP) as Program Manager and Principal Consultant.
AIDP will deliver 289 beds across seven projects in the Metro South, Gold Coast, and Cairns and Hinterland Hospital and Health Services.
TSA Riley worked with Queensland Health to plan and procure for these projects, applying multiple strategies including:
- Leveraging facility planning undertaken by each HHS
- Overlapping key design, assurance and procurement activities to streamline timeframes for contract award and construction commencement
- Program-level governance and assurance during the planning and procurement phases to streamline approval timeframes
- Utilisation of modular/prefabrication delivery approaches where possible.
Feasibility
TSA Riley worked with Queensland Health to identify and assess opportunities through model of service delivery analysis, preliminary design to assess feasibility and development of high-level capital cost estimates.
Design and Procurement
Our work with Queensland Health supported the accelerated procurement under a Design and Construct approach. Our approach resulted in the successful launch of project specific tenders for each project within four months of funding announcement.

Our team provides program level coordination and reporting input and project management resources for each project.

Brisbane 2032 Logan City Council Detailed Business Case
The Queensland Government, the Commonwealth Government and Logan City Council have identified an opportunity to develop a brand new, multi-use nine court indoor sports centre that will provide the local community with a range of indoor sports, community, recreation and event opportunities.
The proposed Logan Indoor Sports Centre is one of 16 new or redeveloped venues nominated to support training or competition as part of Brisbane 2032 Olympic and Paralympic Games.
A detailed business case (DBC) will provide assurance to decision-makers that investment commitments made by the Queensland Government are cost effective, fit-for-purpose and optimally scoped.
TSA Riley is the project manager and detailed business case author for the business case stage, providing business case management services to produce a detailed business case for the project.
A key component of this project includes stakeholder management, working with multiple state government departments as well as the Australian Government and Local Council to deliver a fit-for-purpose venue for Brisbane 2032 Olympic and Paralympic Games and a legacy venue for the community.
TSA Riley is bringing together expertise in stakeholder engagement, professional project management services, and a market leading understanding of social infrastructure business case development in Queensland, particularly in Olympic and Paralympic Games infrastructure. This follows on from our similar work undertaking project validation reports for the Wyaralong Dam Flatwater Centre and Redland Whitewater Centre.
Brisbane 2032 Redlands and Wyaralong Project Validation Advisory (PVR) Services
As part of Brisbane’s commitment to the Brisbane 2032 Olympic and Paralympic Games (Brisbane 2032), the Redland Whitewater Centre and the Wyaralong Dam Flatwater Centre have been nominated to host canoe slalom, and canoe sprint and rowing events respectively. Both projects are being planned with a critical focus on legacy use and benefits, both before and after Brisbane 2032.
The Redland Whitewater Centre will comprise a ~220m competition channel, circular easy river and a central lake, along with plant infrastructure, amenities, storage and other supporting facilities (including 8,000 temporary seats for Brisbane 2032). It will be accessible by the community for sport and recreation, and athletes for elite training and international level competitions, increasing visitation and tourism for the Redlands Coast. Another anticipated legacy use of the Redland Whitewater Centre will be as a year-round swift water training facility for emergency services personnel.
The Wyaralong Dam Flatwater Centre will host the canoe sprint and rowing events, with 9,000 temporary spectator seats and another 1,000 permanent spectator seats. As a redevelopment of the existing Wyaralong Rowing Centre, the project includes significant upgrades including a 2km 8-lane regatta course and rowing centre with training and warm up courses, boat sheds and facilities block, pontoons and finish tower, roads and vehicle parking areas. The project’s legacy use will include hosting opportunities for local, regional and international regattas, and generate additional revenue streams from other water-based sports and recreational activities.
TSA Riley was appointed as the Project Validation Report (PVR) Manager to deliver two PVRs for the Redland Whitewater Centre and the Wyaralong Dam Flatwater Centre. Each of the PVRs cover the relevant scope of a business case, and validate and provide assurance to decision-makers that the investment commitments made by the Queensland Government as a result of contractual obligations to the International Olympic Committee and Games Partners to relevant non-transport Brisbane 2032 projects are:
- Cost effective (and can be delivered within the existing budget)
- Fit for purpose and optimally scoped
- Delivered on both Brisbane 2032 and legacy use requirements
- Delivered using an appropriate delivery model including maximum private sector opportunities and where relevant private sector investment and Australian and local government funding contributions
- Delivered using a risk-based implementation plan (i.e., a plan for efficient delivery on time and budget having regard to key risks and stakeholder interests)
- Considering stakeholder and community interests.
TSA Riley is responsible for developing the PVRs and guiding the input of the technical advisors (Design, Cost, Legal, Financial/Commercial) to the PVRs. This involves management of complex interfaces and managing the inputs required to ensure that the PVRs present a compelling investment. Additionally, TSA Riley has managed assurance activities such as peer reviews and the Gateway Review.
