Department of Corrections: Three Waters Programme

TSA Riley is supporting the Department of Corrections Ara Poutama Aotearoa in planning and delivering its Waters Infrastructure Programme (WIP). WIP is a large, multi-year programme involving stormwater, wastewater and drinking water projects across the Department’s 18 prisons.  

These works are critical in ensuring staff and people in prison have access to safe, healthy, and reliable three waters services. This is particularly important as disruption to these services could impact front-line operations.  

TSA Riley’s role includes: 

  • Programme-level scoping and implementation 
  • Procurement planning and execution 
  • Project-level planning and delivery, including through the design and construction phases 
  • Acting as Engineer to Contract.  

At Whanganui Prison, for example, TSA Riley’s work is focused on supporting projects relating to: 

Stormwater: installation of a stormwater treatment system to improve the quality of water entering the neighbouring Pauri and Wiritoa lakes. These lakes are of immeasurable significance to local iwi and hapu and a recreational hub for the wider community. 

Wastewater: decommission of the existing plant and construction of a dedicated pump station with a 9km pipeline to convey wastewater directly to the municipal plant for treatment. 

Drinking water: at Whanganui Prison, the Department treats and stores drinking water that is extracted from underground aquifers. The project will improve the water treatment and reticulation system through UV treatment, flow monitoring, and backflow prevention, to ensure that recently updated standards are met. 

For these Whanganui projects, and more broadly, TSA Riley is working with internal and external stakeholders, including iwi and councils.
